localiza\u00e7\u00e3o e de gest\u00e3o de equipamentos de utiliza\u00e7\u00e3o coletiva e as rela\u00e7\u00f5es de interdepend\u00eancia com os munic\u00edpios vizinhos, integrando e articulando as orienta\u00e7\u00f5es estabelecidas pelos programas de \u00e2mbito nacional, regional e intermunicipal.<\/p>\n<p style=\"text-align: left;\">O Plano Diretor Municipal \u00e9 um instrumento de refer\u00eancia para a elabora\u00e7\u00e3o dos demais planos municipais, bem como para o desenvolvimento das interven\u00e7\u00f5es setoriais da administra\u00e7\u00e3o do Estado no territ\u00f3rio do munic\u00edpio, em concretiza\u00e7\u00e3o do princ\u00edpio da coordena\u00e7\u00e3o das respetivas estrat\u00e9gias de ordenamento territorial.<\/p>\n<p style=\"text-align: left;\">O modelo e de seguran\u00e7a, bem como os sistemas de telecomunica\u00e7\u00f5es, de abastecimento de energia, de g\u00e1s, de capta\u00e7\u00e3o, de tratamento e abastecimento de \u00e1gua, de drenagem e tratamento de efluentes e de recolha, dep\u00f3sito e tratamento de res\u00edduos;<\/li>\n<li><em>b<\/em>) Os objetivos de desenvolvimento econ\u00f3mico local e as medidas de interven\u00e7\u00e3o municipal no mercado de solos;<\/li>\n<li><em>c<\/em>) Os crit\u00e9rios de sustentabilidade a adotar, bem como os meios dispon\u00edveis e as a\u00e7\u00f5es propostas, que sejam necess\u00e1rios \u00e0 prote\u00e7\u00e3o dos valores e dos recursos naturais, recursos h\u00eddricos, culturais, agr\u00edcolas e florestais, e a identifica\u00e7\u00e3o da estrutura ecol\u00f3gica municipal;<\/li>\n<li><em>d<\/em>) A referencia\u00e7\u00e3o espacial dos usos e das atividades, nomeadamente atrav\u00e9s da defini\u00e7\u00e3o das classes e das categorias de espa\u00e7os;<\/li>\n<li><em>e<\/em>) A defini\u00e7\u00e3o de estrat\u00e9gias e dos crit\u00e9rios de localiza\u00e7\u00e3o, de distribui\u00e7\u00e3o e de desenvolvimento das atividades industriais, tur\u00edsticas, comerciais e de servi\u00e7os;<\/li>\n<li><em>f<\/em>) A identifica\u00e7\u00e3o e a qualifica\u00e7\u00e3o do solo r\u00fastico, garantindo a adequada execu\u00e7\u00e3o dos programas e das pol\u00edticas de desenvolvimento agr\u00edcola e florestal, bem como de recursos geol\u00f3gicos e energ\u00e9ticos;<\/li>\n<li><em>g<\/em>) A identifica\u00e7\u00e3o e a delimita\u00e7\u00e3o das \u00e1reas urbanas, com a defini\u00e7\u00e3o do sistema urbano municipal e os correspondentes programas na \u00e1rea habitacional, bem como as condi\u00e7\u00f5es de promo\u00e7\u00e3o da regenera\u00e7\u00e3o e da reabilita\u00e7\u00e3o urbanas e as condi\u00e7\u00f5es de reconvers\u00e3o das \u00e1reas urbanas de g\u00e9nese ilegal;<\/li>\n<li><em>h<\/em>) A identifica\u00e7\u00e3o das \u00e1reas de interesse p\u00fablico para efeitos de expropria\u00e7\u00e3o, bem como a defini\u00e7\u00e3o das respetivas regras de gest\u00e3o;<\/li>\n<li><em>i<\/em>) Os crit\u00e9rios para a defini\u00e7\u00e3o das \u00e1reas de ced\u00eancia e a defini\u00e7\u00e3o das respetivas regras de gest\u00e3o, assim como a ced\u00eancia m\u00e9dia para efeitos de perequa\u00e7\u00e3o;<\/li>\n<li><em>j<\/em>) Os crit\u00e9rios de compensa\u00e7\u00e3o e de redistribui\u00e7\u00e3o de benef\u00edcios e encargos decorrentes da gest\u00e3o urban\u00edstica, a concretizar nos planos previstos para as unidades operativas de planeamento e gest\u00e3o;<\/li>\n<li><em>k<\/em>) A especifica\u00e7\u00e3o qualitativa e quantitativa dos \u00edndices, dos indicadores e dos par\u00e2metros de refer\u00eancia, urban\u00edsticos ou de ordenamento, a estabelecer em plano de urbaniza\u00e7\u00e3o e em plano de pormenor, bem como os de natureza supletiva aplic\u00e1veis na aus\u00eancia destes;<\/li>\n<li><em>l<\/em>) A programa\u00e7\u00e3o da execu\u00e7\u00e3o das op\u00e7\u00f5es de ordenamento estabelecidas e a defini\u00e7\u00e3o de unidades operativas de planeamento e gest\u00e3o do plano, identificando, para cada uma destas, os respetivos objetivos e os termos de refer\u00eancia para a necess\u00e1ria elabora\u00e7\u00e3o de planos de necess\u00e1rias \u00e0 concretiza\u00e7\u00e3o dos planos de emerg\u00eancia de prote\u00e7\u00e3o civil de \u00e2mbito municipal;<\/li>\n<li><em>n<\/em>) A identifica\u00e7\u00e3o e a delimita\u00e7\u00e3o das \u00e1reas com vista \u00e0 salvaguarda de informa\u00e7\u00e3o arqueol\u00f3gica contida no solo e no subsolo;<\/li>\n<li><em>o<\/em>) As condi\u00e7\u00f5es de atua\u00e7\u00e3o sobre \u00e1reas de reabilita\u00e7\u00e3o urbana, situa\u00e7\u00f5es de emerg\u00eancia ou de exce\u00e7\u00e3o, bem como sobre \u00e1reas degradadas em \u00e2mbito de aplica\u00e7\u00e3o territorial respetivos;<\/p>\n<p style=\"text-align: left;\"><strong>Programa de execu\u00e7\u00e3o<\/strong>, contendo, designadamente, as disposi\u00e7\u00f5es sobre a execu\u00e7\u00e3o das interven\u00e7\u00f5es priorit\u00e1rias do Estado e do munic\u00edpio, previstas a curto e m\u00e9dio prazo, e o enquadramento das interven\u00e7\u00f5es do Estado e as interven\u00e7\u00f5es municipais previstas a longo prazo;<\/p>\n<p style=\"text-align: left;\"><strong>Plano de financiamento<\/strong> e fundamenta\u00e7\u00e3o da sustentabilidade econ\u00f3mica e municipal no mercado de solos;<\/li>\n<li><em>c<\/em>) Os crit\u00e9rios de sustentabilidade a adotar, bem como os meios dispon\u00edveis e as a\u00e7\u00f5es propostas, que sejam necess\u00e1rios \u00e0 prote\u00e7\u00e3o dos valores e dos recursos naturais, recursos h\u00eddricos, culturais, agr\u00edcolas e florestais, e a identifica\u00e7\u00e3o da estrutura ecol\u00f3gica municipal;<\/li>\n<li><em>d<\/em>) A referencia\u00e7\u00e3o espacial dos usos e das atividades, nomeadamente atrav\u00e9s da defini\u00e7\u00e3o das classes e das categorias de espa\u00e7os;<\/li>\n<li><em>e<\/em>) A defini\u00e7\u00e3o de estrat\u00e9gias e dos crit\u00e9rios de localiza\u00e7\u00e3o, de distribui\u00e7\u00e3o e de desenvolvimento das atividades industriais, tur\u00edsticas, comerciais e de servi\u00e7os;<\/li>\n<li><em>f<\/em>) A identifica\u00e7\u00e3o e a qualifica\u00e7\u00e3o do solo r\u00fastico, garantindo a adequada execu\u00e7\u00e3o dos programas e das pol\u00edticas de desenvolvimento agr\u00edcola e florestal, bem como de recursos geol\u00f3gicos e energ\u00e9ticos;<\/li>\n<li><em>g<\/em>) A identifica\u00e7\u00e3o e a delimita\u00e7\u00e3o das \u00e1reas urbanas, com a defini\u00e7\u00e3o do sistema urbano municipal e os correspondentes programas na \u00e1rea habitacional, bem como as condi\u00e7\u00f5es de promo\u00e7\u00e3o da regenera\u00e7\u00e3o e da reabilita\u00e7\u00e3o urbanas e as condi\u00e7\u00f5es de reconvers\u00e3o das \u00e1reas urbanas de g\u00e9nese ilegal;<\/li>\n<li><em>h<\/em>) A identifica\u00e7\u00e3o das \u00e1reas de interesse p\u00fablico para efeitos de expropria\u00e7\u00e3o, bem como a defini\u00e7\u00e3o das respetivas regras de gest\u00e3o;<\/li>\n<li><em>i<\/em>) Os urbaniza\u00e7\u00e3o e de pormenor;<\/li>\n<li><em>m<\/em>) A identifica\u00e7\u00e3o de condicionantes de car\u00e1ter permanente, designadamente reservas e zonas de prote\u00e7\u00e3o, bem como as necess\u00e1rias \u00e0 concretiza\u00e7\u00e3o dos planos de emerg\u00eancia de prote\u00e7\u00e3o civil de \u00e2mbito municipal;<\/li>\n<li><em>n<\/em>) A identifica\u00e7\u00e3o e a sobre a execu\u00e7\u00e3o das interven\u00e7\u00f5es priorit\u00e1rias do Estado e do munic\u00edpio, previstas a curto e m\u00e9dio prazo, e o enquadramento das interven\u00e7\u00f5es do Estado e as interven\u00e7\u00f5es municipais previstas a longo prazo;<\/p>\n<p style=\"text-align: left;\"><strong>Plano de financiamento<\/strong> e fundamenta\u00e7\u00e3o da sustentabilidade econ\u00f3mica e elabora\u00e7\u00e3o do plano;<\/p>\n<p style=\"text-align: left;\"><strong>Planta e relat\u00f3rio<\/strong> com a indica\u00e7\u00e3o dos alvar\u00e1s de licen\u00e7a e dos t\u00edtulos de comunica\u00e7\u00e3o pr\u00e9via de opera\u00e7\u00f5es urban\u00edsticas emitidos, bem como das informa\u00e7\u00f5es pr\u00e9vias favor\u00e1veis em vigor ou declara\u00e7\u00e3o comprovativa da inexist\u00eancia dos referidos <strong>compromissos urban\u00edsticos<\/strong> na \u00e1rea do plano;<\/p>\n<p style=\"text-align: left;\"><strong>Mapa de ru\u00eddo;<\/strong><\/p>\n<p style=\"text-align: left;\"><strong>Participa\u00e7\u00f5es<\/strong> recebidas em sede de discuss\u00e3o p\u00fablica e respetivo relat\u00f3rio de pondera\u00e7\u00e3o;<\/p>\n<p style=\"text-align:
